Filing a Conflict of Interest Statement (CIS Form)

  • The law requires local government officers to file a Conflict of Interest Statement (CIS form) disclosing certain business and/or family relationships they (or their family members) may have with vendors if the vendor enters into a contract with Alief ISD or the District is considering entering into a contract with the vendor. The law also mandates that local government officers disclose certain gifts and income received by the local government officer (or their family members) from vendors; including, but not limited to, lodging, transportation, or entertainment accepted as a guest. Local government officers include:

    1. a member of the governing body of a local governmental entity,
    2. a director, superintendent, administrator, president, or other person designated as the executive officer of a local governmental entity; or
    3. an agent of a local governmental entity who exercises discretion in the planning, recommending, selecting, or contracting of a Vendor.

    An agent is defined in statute as “a third party who undertakes to transact some business or manage some affair for another person by the authority or on account of the other person. The term includes an employee.”
